Our verdict

The most important part of this policy specifically relates to the construction of high-density housing, housing that uses space more efficiently, accommodating more people in a smaller amount of space. This is particularly relevant in urban areas such as London and Manchester where there is a high demand for housing and limited space.

As part of its efforts to solve this issue, in February 2018, the government announced new regulations that will support upwards building, creating what it terms “a new generation of town houses“, allowing for a better use of existing residential space. Additionally, the government is currently reworking the National Planning Policy Framework and it has specifically sought to adopt measures to achieve the “appropriate densities” of housing. The revised framework is still at a draft stage so the policies have yet to come into effect. As a result, this part of the policy can be marked as ‘in progress’.

On the second part of the policy, relating to the quality of newly-built houses, greater details of the government’s actions can be found in another policy here. A quick summary is that, in October 2017, the government announced a series of measures to bolster the quality of new-built houses. It remains too early to see if these measures will have their desired effect, but there is enough evidence to mark this part of the policy as ‘in progress’. As both parts of the policy are ‘in progress’, it is clear that the overall policy can be marked as ‘in progress’.
